Several residents lack standard documents (electricity bill, ration card, bank passbook) in their name.
Question: Can we use the UIDAI Standard Certificate issued by a Gazetted Officer (Group A) or Village Panchayat Head for Aadhaar address updates in UCL? What are the common rejection reasons?
Which document do your customers most commonly use for Aadhaar address updates?

Yes, the UIDAI Standard Certificate (Annexure I) is valid for both:
- PoI — Proof of Identity
- PoA — Proof of Address
However, UIDAI QC rejects ~60% of these certificates due to operator mistakes.
Strict Rules to Follow
| Requirement | Detail |
|---|---|
| Writing style | CAPITAL LETTERS only, no overwriting, no whitener |
| Photograph | Cross-signed and cross-stamped (half on photo, half on paper) |
| Date of issue | Not older than 3 months |
| Authority stamp | Must include full name, designation, department, and office phone number |
A single missing element in the stamp leads to immediate QC rejection.
Important scope clarification:
- Village Panchayat Head / Mukhiya certificate → Valid for rural address updates only, NOT for name change
- Proof of Identity → Only accepted from:
- Gazetted Officer (Group A)
- MP / MLA
- Tehsildar
- Magistrate
Never use a Panchayat Head certificate for identity proof — it will be rejected every time.
